CDM - Two Years On

This year’s joint survey by ‘Construction Manager’ and ‘Health and Safety at Work’ magazines into the ongoing impact of the 2015 CDM Regs has found that two years on the Regs are still having a limited impact on the construction industry and accident rates.

Some positive changes were identified by the survey, notably the Principal Contractor`s construction phase plan, client compliance with F10 notification requirements and clients pre-construction information but old established working methods are still evident, with less than half of the respondents rating compliance as good or excellent. The prevailing view appears to be that a workable system has been made less workable; fees and costs have increased without any corresponding increase in safety and the aspiration to bring smaller domestic projects into scope has by and large been unrealised.

MD Jonathan Greenhalgh  comments;

“The new Regs are well intentioned and in the fullness of time should make significant improvements to construction health and safety but currently, as reflected by the survey results, progress is slow.

Establishing and maintaining open and clear channels of communication with the team throughout the lifetime of a project is key to Green PM.  Under the new Regs our role has become one of supporting the Principal Designer (PD).   No longer key members of the design team, CDM Advisors who don’t do this risk being left out of the communication loop. 

I also believe that in our role as CDM Advisors we have a positive contribution to make in encouraging our PD clients to actively design out risk and to ensure that even the most informed of clients fully understand their responsibilities for provision of pre-construction information, the submission of the F10 to the HSE for example.”
